Uraia 2017 workshop - Transparency and accountability

The Committee collaborates again in the organization of the Uraia´s annual workshop.

In 2017, Uraía will organize its annual "Citizenship Series" in Madrid, on February 8 - 10th, in partnership with the Spanish Federation of Municipalities (FEMP), on "Transparent and accountable cities: innovative solutions for municipal management and finance."

Goals. The objective of the workshop is to present and exchange experiences on initiatives developed by local governments and their partners to implement mechanisms for transparency, accountability and open government in cities. The workshop will explore how municipalities can profit from the advantages of innovation and technology to prevent corruption and mismanagement to happen in urban management. The workshop will offer an opportunity for cities to discover available SMART solutions that can have a significant impact on transparency and improve communication with the citizen.

Topics. Cities and partners will share experiences and tools regarding the use of SMART technologies to:

  • improve transparency of municipal action and finances.
  • fight corruption and fraud in urban development and management.
  • build trust between citizen and administration.
  • strengthen communication channels with the citizen.
  • increase citizens' participation in city management.

Results. The workshop will result in the “Madrid Guidelines”, a document systematizing the exchanges, case studies, challenges, opportunities and views shared by decision makers who face similar situations regarding the pressing need to address the citizen’s demand for transparency in more innovative ways.

Who can attend. The workshop will gather approximately 60 representatives of local governments and their partners (network of cities, civil society and international organizations, service providers from the private sector, universities, etc.) from all around the world.

Modalities of participation. The event is free of charge. We have a limited number of grants to cover travel and accommodation in Madrid reserved for speakers. The selection of speakers will be based on geographical representation and the complementarity of the experiences. Priority will be given to representatives from cities of developing countries.

WBA Asian Vision Forum - Connecting Cities and Citizens

Wireless Broadband Alliance introduces its first Vision Forum Asia – Connecting Cities and Citizens. Committee of Digital and Knowledge-based Cities Cities & Economy Forum 21-22 November 2016, Bilbao, Basque Country

On 21 and 22 November we will host a global event in Bilbao in order to explore the relationship between cities and economy, diving into global trends that are reshaping the economic role of cities, the role of cities as business opportunity generators, entrepreneurs and funding in cities, and the relation between urban transformation and economic development.

International keynote speakers will discuss these topics from a variety of angles. All speakers are internationally recognized experts coming from different backgrounds such as governments, corporates and universities. OUTCOMES OF THE WORLD SUMMIT OF LOCAL AND REGIONAL LEADERS (12-14 OCTOBER 2016, BOGOTA)

On Saturday the 15th of October, the UCLG World Council met in the framework of the Fifth UCLG Congress and World Summit of Local and Regional Leaders in Bogotá, Colombia. The World Council, UCLG’s principle policy-making body, approved the Bogotá Commitment and Action Agenda as the main political output of the Congress.

PARTICIPATION OF THE COMMISSION AT THE WORLD SUMMIT OF LOCAL AND REGIONAL LEADERS (12-14 OCTOBER 2016 BOGOTA)

The Commission will participate in the World Summit of Local and Regional Leaders, organized by United Cities and Local Governments (UCLG), to be held in Bogota (Colombia) from 12 to 15 October in connection with Habitat III (Third Conference United Nations on Housing and Sustainable Urban Development).

This event, whose theme is "Local Voices for a Better World", takes place every three years, and over the past editions has gained an enviable reputation within the international community, since it is the largest global gathering and influential mayors, local and regional governments.

This edition will be the meeting point for leaders and local and regional leaders, and will bring together more than 3,000 representatives of towns, cities and regions and experts from civil society and business and academia. Over three days the main dynamics that have an impact on the daily work of local governments in the field of social, environmental, economic and cultural level will be discussed. Also, the main recommendations of local and regional governments to Habitat III are defined and worked on the "Global Agenda Local Government and Regional for the XXI century".

ANNUAL EVENT OF THE COMMISSION HELD IN LIVERPOOL

The UCGL Committee of Digital and Knowledge-based Cities, chaired by the City of Bilbao, held its annual event in the city of Liverpool (England) last June. The event took place in the framework of the Connected City Summit and the Councillor for Economic Development, Trade and Employment, Xabier Ochandiano, presented the strategy of Bilbao to achieve a "well connected" city through new information and communication technologies.

In addition, Xabier Ochandiano participated in a round table with Antoine Bidegain, Director General of the Connected Metropolis of Bordeaux; Monique Mukaruliza, mayor of Kigali, capital of Rwanda; and Nuha Eltinay, director of Urban Planning and Sustainable Development of the Arab Institute for Urban Development.

The Committee Annual Event will be held on June 18, in Liverpool under the title “Connected City Summit”

The UCLG Committee of Digital and Knowledge-based Cities -chaired by the City of Bilbao- and the Wireless Broadband Alliance have signed an agreement to work closely together on the development of Connected City initiatives.

The first initiative in the framework of this collaboration is the “CONNECTED CITY SUMMIT” which will take place on the 28th of June 2016 in Liverpool (UK), as part of the WBA Wifi Global Congress at the International Festival for Business 2016 and with the support of the City of Liverpool and its Mayor.

The Connected City Summit expects to gather over 100 cities representatives including founding members of the WBA Connected City Advisory Board, New York, San Francisco, New Delhi and San Jose.

“Our cooperation with the Wireless Broadband Alliance is a perfect fit – we are both committed to the social and economic development of the Connected City ecosystem. The Connected City Summit will be a great platform for cities from around the world to discuss and share their experiences, as well as help those in the early stages of development to execute smart city plans. We are excited to be working with the Wireless Broadband Alliance to drive awareness for global connectivity and help bridge the digital divide”.

The partnership will also allow the Wireless Broadband Alliance to expand its Connected City Advisory Board (CCAB) with UCLG members, inviting the group to participate in roundtable discussions on the development of smart cities. The CCAB develops and promotes the growth of the Connected City ecosystem. It recognizes and disseminates information about best practices, as well as the challenges and opportunities cities face when executing Connected City plans.

Goals of the Connected City Summit

The Summit will provide a perfect opportunity to discuss the challenges and opportunities in the cities, as well as hear the latest developments from global leaders in wireless and SMART technology. It has as main goals:

1. Promote the development of Connected City plans and blueprints, creation of public-private ecosystems and collaboration mechanisms for resource contributions and shared risks and rewards/incentives.

2. Create an environment for City Managers and CIOs to knowledge-exchange and create best practices with their counterparts in other cities. Discuss ways to optimize technology delivery in the most practical manner possible to deliver the greatest societal benefit, to account for privacy and security concerns and to determine the best way to leverage public/private partnerships.

3. Recognize and disseminate information about the best practices, challenges and opportunities in the development and execution of Connected City plans.

Registration to the Connected City Summit has no cost for UCLG members. There are a limited number of places available, so we recommend you to register as soon as possible. Registered cities to the Connected City Summit will be also able to attend the WBA Wifi Global Congress.

Please note that each participant should take care of its own travel, visa and accommodation costs, however, delegate financial support may be available to cities meeting qualifying criteria.

The Committee collaborates with the Uraía Platform in the organization of its second workshop in Nicosia

We inform you that as founding members of the Uraía Platform for the innovation in the municipal management, from the Committee we are collaborating in the organization of the second capacity building activity of the Uraía Platform, an initiative led by UN-Habitat and the Global Fund for Cities Development (FMDV).

The workshop will be held on 19 and 20th of April 2016 in Nicosia (Cyprus) in the framework of the CEMR Congress.

This year, the activity focus its work on the impact of SMART technologies in the municipal budget, and more specifically how, through technological innovation, municipalities can increase their revenue by improving local tax collection, while reducing expenditure thanks to energy efficiency policies.

The objective of the workshop is to exchange experiences on initiatives that used SMART technologies to improve tax recovery and increase energy efficiency and how these experiences produce an impact on municipal budget and are transformed into better services to all citizens.

The workshop will result in a document that will seek to capitalize on the exchanges, case studies, challenges, opportunities and views shared by decision makers who face similar situations regarding the pressing need to address the citizen’s demands in more innovative ways. Getting more resources yes, but also spending less, and better.

The workshop will combine plenary sessions and more in-depth debates in working groups, as well as a technical visit to SMART experiences of the Municipality of Nicosia.

The most intense part of the activity will take place on the 19th April and will count on with the part of the Uraía Partners, but being open, with no cost, to other cities interested in taking part previous approval by the Uraía´s Secretariat. Uraía will be able to finance the travel and three nights’ accommodation for 10 participants from developing countries. The 20th April will take place as part of the CEMR Congress, and will be open both for the registered participants to the workshops and the registered participants to the Congress which will begin on the 20th in the afternoon. Workshop - SMART technologies and the municipal budget

In 2016 the Uraía Platform will focus its work on the impact of SMART technologies in the municipal budget, and more specifically how, through technological innovation, municipalities can increase their revenue by improving local tax collection, while reducing expenditure thanks to energy efficiency policies. A capacity building workshop will be organized on 19 and 20th of April 2016 in Nicosia (Cyprus) in the framework of the CEMR Congress. The activity will result in the collaborative production of a set of guidelines, summing up the experiences and point of views of participants.

Background

Once a year, the members of Uraía meet up to discuss a topic that is priority in their agenda and jointly elaborate guidelines, collect practices and assess projects with common elements of interest. In 2014, the Platform partners met in Santander (Spain) to exchange experiences, discuss needs and define the strategic priorities and activities of Uraía. In 2015, the Platform met in Oslo (Norway) to discuss partners’ experiences on SMART projects led in collaboration with private companies. Based on the experiences of the participants, the Platform elaborated a document on ‘Public-Private Partnerships for SMART City Management. Recommendations for local governments to prepare and implement SMART PPPs”.

In its 2016 upcoming gathering, Uraía aims to identify the trending topics and challenges regarding the current use of SMART technologies and its impacts on the municipal budget. In short, Uraía is interested in exploring how technological innovation can help cities to increase municipal revenue by improving tax collection and generate savings through energy efficient policies. But even more important, how these increased municipal resources are transformed into better, more efficient and inclusive public services.

Topics

The sessions of the workshop will discuss the impact on the municipal budget of the introduction of SMART technologies. More specifically, the exchanges will focus on how SMART technologies can:

  • Increase municipal revenue by improving tax collection (electronic payment, transparency, tackling informality, creating trust in the public sector...)
  • Generate savings through energy efficiency policies (energy production, municipal buildings, public lighting, household energy provision and consumption, etc.)

Methodology

The workshop will combine plenary sessions and more in-depth debates in working groups, as well as a technical visit to SMART experiences of the Municipality of Nicosia.

The first day of the event will be for exclusive participation of Uraía partners and invitees, targeting a number of 40 experts and decision makers, with a spread of 50% European and 50% from outside of Europe. Participants will include representatives from local governments, network of cities, research centres, international organizations, and private sector companies. Participation is by invitation only and will have to be previously approved by the Secretariat. The activity has no costs for participation. Uraía will be able to finance the travel and three nights’ accommodation for 10 participants from developing countries.

The second day session will be opened to all the other participants in the CEMR Congress. Please note that participation at the CEMR Congress needs to be considered separately but that Uraía participants can have reductions regarding the Congress fees, to be considered in a separate basis. More than 30 sessions will be organized during the Congress on the 20th, 21st and 22nd, on the following topics: Governance & Leadership; Economy & Finance; Business, Technology & Innovation; Society & Culture; Environment, Climate & Energy; Cooperation & Partnerships; EU Integration.
